Does anyone know if this place is worth stopping in?

I went along with a friend to pay their GA Power bill. The location of Rainbow is out on P'tree Industrial , Tilly Mill exit. Its the shopping center across from Home depot. Not sure if anyone has had any action in this place , or what the set up is. Seems to be off the beaten path.
