It's gay slang for bathroom where sex takes place. The term actually began as "t-room" which was short for "toilet room" during the late 19th century. In the early 20th, it morphed into a euphemism or code word that could be discreetly used in polite company.

I'm still laughing. I would never have figured that out.
But, a question remains, how does one identify the correct tearoom, hit or miss, word of mouth? Larry knew right where to go,,,or rather not to go, at least on that day.

Look for the link 'Sex Listings' in the upper left of this web page, click it, and find info on hundreds, indeed thousands of active 'tearooms' around the world. For example, had Senator Craig checked those listings, he might have saved himself some trouble since we reported a police sting weeks before Craig was caught up in that very sting.
