After lurking around Gay Romeo I am left with the impression that quite a few cruisers are very open about chem sex when they use the words high/hi fun.

Yes it has become very common and there are sites where it seems to be almost compulsory. For example ratefun.com (currently blocked), about 80% of the cruisers are looking for chem 'high' sex.

Also, gboysiam, more and more Thai cruisers on this site are mentioning 'high'.

No, I'm afraid it means exactly what you think it means, except for when I was young, most people referring to 'chems' still meant something rather harmless like Poppers. At least where I come from.

They're talking about ice, or crystal meth, which is completely out of control here.

Agree with Dorithy. There are lots of "clean" guys available. As soon as they say "high" or "wired" you know they are trouble. Probably addicted already and need big $$ to feed their addiction. Keep clear if you value your health and yr wallet.
