Best to ask questions like this on a general Thailand board like thaivisa.com. If you manage to get off in the toilet at the bank while opening account, on the other hand, we'd love to hear about it.

If you have a good local thai lawyer yes. I bought my first condo as a tourist and had to open a thai account to do this. My lawyer took me to the bank - and all was sorted.
