what is with conowingo?

At the shuresville landing area? There are always tons of guys alone sitting in cars backed into parking spots. Sure seems like they're all crusing to me. How come nobody has put that spot on the MD cruising spots? Everytime I've been there I've felt like dudes were watching me from their cars.
