Indeed, pardons can be issued (remember Ford's?), executions can be stayed. Stupid laws are routinely ignored. More specifically: You seem in your rants about Clinton to miss a very salient point: He was not convicted in the impeachment effort. If you're going to be such a hardass about The Law, you need to pay equally slavish homage to its process.
