Yeah, I'd agree: I never thought this posture really meant anything at all other than the guy is checking out prospects a bit more thoroughly so he can turn down those in whom he is not interested.
When the first contact you happen to make is EYE contact, it says a lot. And, of course, being in that position gives him an easy afford-ability to NOT make any eye contact at all -- which obviously means NO.
If the eye contact involves a lot of staring at a cruiser's crotch... the intent is obvious.
