Butts closes and opens more often than the public library. I wouldn't count on it being open. The last three times I was in Pattaya it was closed. That whole area was pretty sad. Kaos was about the only thing going...and the boys in there looked like something at a masquerade party. There were several young ladyboy wanna-bes in there. TopMan had a total of 5 dancers at 9:00 on a Saturday night. Most of the open-air beer bars were ghost towns. I went to Day-Night Plaza and found Lek's to be the best...although it was nowhere near the quality that it was in the past. Overall, I'd say that that particular area of Pattaya has seen better days.
