I used to work on a cruise ship in the late 1990s into 2001. Your best bet is not so much the other passengers, but the crew. Here's a tip: on your ship, if it's big enough to hold 2300 passengers, it likely has a gym, sauna, showers, etc. Crew members work around the clock on various shifts, but typically on a cruise ship, shifts end at 10pm and then the night staff comes on. At 10pm most passengers are doing social or entertainment stuff, so the transition over to the night staff isn't noticeable. OK, after 10pm is when a lot of crew guys will be going to the sauna, showers, pool, etc. And that area is probably closed off to passengers during the night but it is always open (required by law, no doors can lock on a ship in a place like a gym or sauna, etc.) so just go in, get comfortable, and stirke up a conversation with a cute crew guy. As always, in any cruising/hook up situation, discretion is key, and use your god judgment.
It also might help you to know that at LEAST 80% of the guys you encounter working on a ship that big -- other than the captain's staff and the laborer type jobs -- these guys are gay.
