Supposedly the Atlanta Police special detail is only there to try and catch baggage thieves and just happen to be catching guys having sex in the stalls. According to APD they listen for strange noises in stalls because the baggage thieves take their stolen bags to the restroom stalls to rifle them. If they hear or see something they then look through the cracks to see what is going on.
I am slightly curious as to how many baggage thieves have been caught since the special detail began.
