I disagree. Each step is important, no matter how small. The article clearly indicates this is not a "cure-all", it has only been tested on heterosexual men and against one particular strain of HIV. While I agree a 1 in 3 chance of effectiveness is dismal, it is better than none at all.
If anything, my principal fear is that if governments are able to stop the spread of HIV-AIDS in heterosexuals, they will (especially in homophobic Muslim dominated countries) again ignore the "gay disease".
However, we must recognize that progress has been made in the fields of HIV-AIDS prevention and treatment. Much more needs to be done, including continued education on precautions to prevent the spread.
