As an approximate guide, this seems fair as far as I have experienced:
First Semester: June - October
Second Semester: November - March
Summer Session: April and May
Then of course you need to consider harvest, planting and other agricultural events that siphon off some talent. In Isaan, it appears to me that rice is harvested mostly in November and December. But as cassava is slowly replacing rice in some areas, this is tending to level off the migration peaks. In any case, the entire planning process is further complicated by the fact that while vacationing Isaan universities may add fresh talent to the Bangkok scene, Bangkok university vacations result in local students going away.
So the best thing to do is to walk around and bang whoever takes your fancy.
