Couldn't really say what are the best times being I'm never had any action at this location. However, from reading other threads, it sounds like late evenings (after dark) are best.

As for location, not being from Denver I don't know the exact cross streets, but it is the portion of Highline Canal (paved path) that runs along a cemetery. Perhaps someone else reading this can give better directions.
