The strangest place I've ever jacked off? Well, in the dome of a "capital" for one. I was working for an elected official. Between meetings I would cruise about through the government offic buildings when this one time I caught the eye of a facilities administration employee. We cruised into a john, but he said he had a better place. So I followed. Elevators, locked doors and stairs later we ended up in the Capital dome in an ante chamber between the cat walk and the staircase that lead out onto the top of the dome. All we did was jack each other, but it was hot knowing that I was fucking around on government property instead of being fucked over by the government.
