New rules for Topeka arcades?

I just saw this post on craigslist:

I went to Some Like It Hot the other day and it looked pretty busy, which usually means good things. Upon buying my tokens I am told that they are only allowed to have 5 people back there at a time and I would have to wait until someone comes out before I could go back. I opted to come back later. I came back a few days later and the entire arcade was lit up really bright and a LOT of the booths had been closed down.

Does anyone know what's going on?
