I don't know of any spec ific places in Rayong province where you can go to meet guys. But if you put up a profile on gaydar.com, I think you'll get some guys to message you and from there you can ask them if they know of any places.
I've had a bunch of guys message me from Rayong, so I know that they are there and active. And I know that there is a big park in the middle of town (don't know the name, though) where ladyboys hang out at night, looking for some action. I simply MUST get the map out and look for that park!!!

It seems a host bar has just opened in Rayong.
It is called "Baan Chai Num" and is located on Soi Hotel PMY, they have also karaoke and some dancing. Off fee is 200 THB, they have both part-time hosts and regular hosts. Never gone there (I am presently stuck in a boring place 9500 km far from LOS) but got this information from a thai-speaking forum : Rayong bar At this link you will find the phone numbers. If you go there please send a review as I never saw this place mentioned on any farang-oriented site. On another website someone pointed out the bar located in the basement of the Rayong Orchid Hotel which would have boys for rent ... Have a good trip !

There are a couple of small gay bars in Rayong, and a new pick up place. My ex drives me around there, so I'm not sure of the names or addresses. As usual ask your friendly taxi driver or motorcycle taxi driver. I'll try to pick up some name cards when I'm there next week.

Apparently the gay bars in Rayong have a very short lifetime. There is a host bar I was at tonight called Original Boys. If you like 'em young, tall, and lanky, this is the place for you. Not much English is spoken. Sort of a Thai version of the boys next door.
Don't know about the costs, of course everything is cheaper in Rayong. If you head out on the main road and turn towards the beach where they have that bizaare statue, along the way you'll pass a new restaurant called Society Cafe on the right. Lots of pink neon. I believe it was the first soi after that you turn left and go for maybe a mile or less and it's on the right. It's not incredibly well marked and I couldn't show too much interest because I was with a friend. There is also a new bar/restaurant called Bangkok that is further along the same road I believe, that has some cute waiters. It's next to the river. It's not gay but the food was pretty good.
