I am not certain but I see that the D2 is part of the Dusit Hotels Group and they have had a joiner's fee policy for some years now.
There is a review of this hotel in SPICE Magazine which is gay but they don't mention joiners. You could e-mail the hotel as enquire what their policy and fee is for joiners. In my experience replies are few. Perhaps, as hotels in Chiang Mai are hurting with very low occupancies they may. http://www.spicemag.net/hotelreview.php

If your interested in an alternative, I can recommend Montri Hotel, next to Tae Phae gate. I've stayed there maybe 15 times ove rmany years. Always very friendly and helpful. Not all that far from the night market. Exellent 3 star hotel, about 750Baht per night. Definitely no joiners fee.

During the 10 yrs i have been going to CM I always stayed at Tapae Place Hotel the last time i was there was about 4yrs ago and it was only 600BT/day 5 min walk to night market, 5 min walk to tapae gate area and always easy to get tuk tuk to the bars which u will find on tapae road. check it out. No problem for overnighters and no joiner fee.
