Instead of including the Capitol District in the present Southern area, why not combine the capitol district with the Northern area. If you look at the present setup, most of the message traffic in the southern area is from Kingston Southward to Westchester. That's fine. Most of the traffic in the northern area is infrequent, at best. I think people around Albany would be more inclined to go north to hook up - because of access to the Northway - than take the Thruway south. It seems to me the message traffic load would be spread out better, too. Just a thought.
