The Oriental only bars entry to non-guests wearing shorts. It allows its own guests come in and out wearing shorts, but discourages them from hanging around in the public areas in them.

As far as guests in rooms goes, I guess you were just lucky. A good friend of mine works at the Oriental and confirms that the "no sex workers in the rooms" rule is strictly enforced.
