Hi Josh!
I just spent all of July working (just 9-12 weekdays) in Singapore. Most weekends I was out of town, but I was around weekdays. I find it even easier to find guys than in BKK (and there is never a question of whether money is involved; in fact, despite my insistence, dinners were often paid for by the locals).
I went to a few saunas: Raw is a dump, but is open early (3pm I think) and is only S$8 before evening, so a good place to bring someone for a quickie but not the best place to cruise around, unless you're into 40-50 year old, out-of-shape guys. (Not my taste, but everyone is different).

Towel Club is the newest, nicest sauna, and also one of the larger ones; I wouldn't say that it's "Sticky Rice", since I saw some foreigners playing with locals; however, I found locals to be less aggressive, and I ended up playing with 3 guys: a Bahraini (!), a French guy, and an Australian of Peruvian descent (!). Interesting mix, huh? The place has a darkroom, large steam room, and a number of cabins for some privacy.

As for public cruising, I'd recommend still Raffles Place shopping mall, but there is mall security, so take your purchase elsewhere, if you know what I mean. I have met some gorgeous guys just about everywhere in S'pore, and this year was no exception.
If you're in good shape (I've got some muscle, but am not in perfect shape--like a 33" waist, some fat around the middle, but in decent shape), California Fitness is full of gay guys, but don't play in the showers unless you are very careful. There is some overt cruising there, however, as well, but also two "uncles" who clean the showers--but who are essentially there to just hang out so guys don't play, I think.

Gay.com is usually full of cruisers looking for foreigners-- you will meet someone within an hour or two, if you have your own place to play. Locals tend to know "everyone" if they are into the local scene, so they seem to like messing with visitors in hotels, since nobody will see them. If you don't have a place to play, then the saunas are ok.

As for dance clubs, there is a really cool, no-smoking bar called Mox (I think), on the 4th floor, in a cool renovated older building (smoking is allowed on the balcony the curves all the way around the bar, though), just near the Maxwell Hawker Food Court, upstairs but on the corner from "Happy", the bigger dance club that guys go to later (after drinks at Mox, starting around 11pm, they head to Happy after maybe midnight--bar hours are MUCH later than BKK, which to be honest didn't work for me because I had to work early in the morning, so I usually just used the internet to meet guys)
The best, and easiest, place for me to meet men was on www.fridae.com the local gay web site. Sign up for a 1-week or 1-month membership, post a personal ad with a good pic of yourself, and you will be INUNDATED with replies. To be honest, I was meeting 2 guys a day: One in the afternoon, one in the evening--and still couldn't keep up with the replies to my ad. I got over 100 replies in the month I was there, and also was sent about 200 "hearts", which are essentially a "hello" without text. If you're interested, you can reply with a heart to them.
The average guy who replied to my ad was about 27yo, in shape, often very muscular, educated, and very sexual.... oh my goodness! Lots of fun in S'pore. I will be back next July for another month...can't wait!
