What kind of poppers were these?

I met a guy last night who had a type of popper I had never seen before. I will do my best to describe it.
He had a white nasal tube that was empty, then he took out a small pouch, maybe 2 inches long. He then snapped the pouch and put it in the tube and used it like you would use nasal spray. He offered it to me to try, but since I had never seen anything like it before I declined.
Can anybody give me any information on what this stuff was?
