I was there on the evening of 28th. I paid 250Baht for my drink.

What does that mean? Are you expecting that the working man should sit in a coffee shop or something similar free until they go to the hotel? What a load of crap!
And who 'made' the fee of 2,000Baht?
Was this the fee indicated by the working man, or indicated by the captain?
If it was from the working man after the 'event', then politely challenge the fee or give a smaller tip* or at least don't use his services again.

Seems to relate to some recent postings on this site about current tip expectations, many posters indicated that they see 1,500 or even a bit more as a normal current tip for short time in Bangkok.
I was just reading this thread with a friend who is also a long-term resident in Bangkok, he instantly mentioned that he always pays 2,000 or more for short time for boys from soi twilight.
If the fee was 'made' by the captain before leaving the bar, then why proceed?
