I'm not so sure why you're coming down so hard on the guy. He was making a decision, probably one he made ages ago, that condoms were not something he wanted to use.
If he made an error in his actions, it would be to presume he should not use a rubber with you, but the moment to discuss condoms is always awkward at best. I suspect his behavior reflects years of first-hand experience since condoms are not essential for so many men having sex these days.
You also presumed if you insisted, he would comply. Both of you made false assumptions, easy to do when two strangers meet. In the end, I bet he was as frustrated as you!
