Has there been a government change to force the ABS changes?

If all the ABS made the changes, it would seem to indicate some outside force. Local governments can put pressure on the Health Department to close the gloryholes, and institution of restrictions (or excessive taxes/permit fees) on coin operated devices might have forced them to change their business manner. Unfortunately, as the customers move their business elsewhere, it is likely that the ABS will cease operations. It is a familiar story around the country.
