The risk of transmitting HIV via oral sex with or without swallowing was very low before PREP and even lower now. But it is a huge mistake to think that a cocksucker is at much less risk by not taking an orgasm compared to taking the load because HIV is not just in semen. Somebody who doesn't want to risk other STIs, eg bringing gonorrhea home to the spouse, should be wearing condoms period. Has nothing to do with exchanging body fluids. So yeah, some guys should be wearing condoms.
