There is a difference between cum and pre-cum. It's quantity. There is more cum so there is more risk. There are risks in oral sex but not all risks are the same, and it is safer than fucking without a condom by far.

BHG, You are talking possibility, I'm talking probability. I agree there is a possibility of getting HIV from pre-cum. But there is a greater risk in quantity. It's like buying a raffle ticket.
